AFTER sorting out health, home, life and car insurance, personal liability coverage may seem like a policy too far. But in a world filled with lawyers and bad luck, financial advisers find it vital.

A personal liability policy, commonly called an umbrella policy, is a last line of defense against lawsuits, advisers explain. When other insurance has reached its limit, an umbrella policy will pay claims up to the amount covered.

Consider this situation: Someone slips and falls on your icy driveway and then you run over and kill the person while backing out of your garage. If you have $1 million limits each on your home and auto policies and the victim?s estate wins $10 million in a negligence judgment, you could face financial ruin unless you have an umbrella policy that covers the difference.

The insurance also pays off if there is liability for something more obscure, like slander, libel or false arrest.

Financial advisers generally recommend the insurance to any client with significant assets to protect, often before discussing anything else.

?We talk to them about umbrella coverage almost upfront,? said David H. Bugen, an adviser at RegentAtlantic in Morristown, N.J. ?When you do financial planning, clients want to go from Point A to B, and one of their biggest concerns is what will keep them from getting there.?

Near the top of the list is ?an event that?s unlikely to occur, but if it occurs it can disrupt your financial future forever,? Mr. Bugen said. ?You want to insure against a large catastrophic risk and cover smaller risks yourself.?

Peter E. Lang, managing director of HighTower Advisors in Harrison, N.Y., likewise finds an umbrella policy essential, even for someone who owns a home and little else of great value.

An often cited appeal of the insurance is that it doesn?t make judgments.

?The thing I find most interesting about this is that it doesn?t matter whose fault it is,? said Jonathan R. Foster, chief executive of Angeles Wealth Management in Santa Monica, Calif. ?If someone dies in a car accident and it?s your fault, it goes a long way to protecting you or your family.?

A long way, but not necessarily all the way. Aside from the maximum benefit written into all policies, the insurance cannot get someone out of a criminal charge that might result from negligence or worse.

Some may consider the chances of having to make a claim on an umbrella policy too remote to make it worth buying.

But ?because it happens so rarely, it?s actually quite cheap,? Mr. Foster said.

The annual premium is about $500 for every $1 million of coverage, although people whose lifestyles are believed to expose them to greater risk typically have to pay more. Also, Mr. Foster said, underwriters of umbrella insurance may require policyholders to raise the limits on their car and home coverage, incurring higher costs there.

The consensus among financial advisers is that coverage on personal liability insurance should roughly equal a policyholder?s net worth. It is possible that someone will be sued for more than that figure, but in their experience it is unusual.

Up to that amount, the policy pays off; substantially more than that and the policyholder on the wrong end of a court judgment is likely to file for bankruptcy and the plaintiff will have to stand in line with other creditors, advisers say.

Personal liability protection is seldom sold on its own. It is usually tacked on to other types of insurance because insurers want to be certain that customers have enough coverage that pays out ahead of an umbrella policy. Advisers note that bundling can make the various policies cheaper than if they are bought ? la carte.

It's bad enough that Romney has to make repeated remarks about how weirded out he is about poor people. His handlers know that just looks bad, but it's not like they're losing any poor people's votes.

But the reason Team Romney is walking off a pier in concrete wingtips is because his campaign represents the most clueless padded elite, at a time when most Americans are so desperate, they are devoid of the "fall back" mentality of automatically forgetting recent history, blaming whoever is in power and voting for the default alternative.

In the wake of Romney's resurgence after the South Carolina primary, much attention was paid to the boost he received from his debate performance, where he embraced an angrier tone, imitating Newt Gingrich's successful indignant white man outrage. Too much attention was apparently paid to Romney's debate coach, Brett O'Donnell, because he was dumped from the campaign after receiving media recognition, according to Politico. Romney staffers chaffed at the credit, and O'Donnell was not invited on to continue with the campaign as had been expected. Romney himself wanted to be emphatic that he could come up with his own comeback, not anyone else.

And here is the abject failure of leadership in not just Mitt Romney, but of the interests he represents, the vultures who prey on society under self-righteous claims of capitalism, but whose innovation is the exploitation of their workers. Whereas free markets purportedly offer a justice and balance to the universe akin to karma itself, and successful ideas are rewarded with elevation, here we see the same shark-like, short-sighted sensibility that is the real Mitt: Where someone succeeds at their job, rather than reward, they are fired, so that Mitt can reap their rewards. At a time when people are struggling for jobs and being shoved the tired Republican tripe of letting rich people keep more money as a solution to your own problems, Mitt Romney is firing the one guy doing his job well, because he's viewed as a threat. Anti-competitive practices are how he rolls. Romney and the rich giants influencing our legislation didn't get rich by competing on an open market with a level playing field. They got rich by takeovers and consolidating their competition so that they can monopolize.

Here's the problem with Romney: even Republicans don't want to vote for Romney. Many conservatives hate Obama based on conjecture or manufactured misinformation or basic policy difference. But they know why they dislike Romney. He oozes insincerity as he seeks to empathize with the struggles of the nearly half of America that is near or below the poverty line. Inherent partisan diversions won't work in his favor. Mitt Romney lacks something in common with pretty much everyone else in America: what it's like to look for a job.

It was epitomized in the moment where Romney was campaigning last year and spoke to a Florida unemployed man and commiserated that he, too, was also unemployed. Romney's tin-eared joke about his own presidential aspirations to a representative of the millions of struggling Americans kind of says it all about what he's in this for. Romney's only offering over the other Republican candidates for president is that he can speak without specs of spittle flying from a frothy rage venting at immigrants, Muslims, or debate questioners. That, and his quarter billion dollars taxed at half what you pay on your income.

Until yesterday, the top concern in Cairo was the mounting tension between revolutionary protesters and the Muslim Brotherhood, whose Freedom and Justice Party (FJP) now controls 46 per cent of parliament and is in a position to negotiate ? alone if it wants to ? the terms by which the military will transfer power to civilians later this year. The protest movement wants an immediate handover of power, either to a senior judge as interim president, to parliament, or to a president to be elected as soon as possible ? and certainly earlier than 15 June, the date the generals have set for a presidential election. The Brothers, along with the more hardline Salafi Islamists, were sticking with the military schedule, but what happened last night has changed that.

In a special session of parliament today, the idea of forming a government of national salvation was discussed. MPs, including those of the FJP, also want to sack the interior minister and interrogate the chief of intelligence. It is as yet unclear whether they have the power ? legally or practically ? to do this, and what it might mean for the ruling Supreme Council of the Armed Forces (SCAF). But it is a first sign of confrontation between the Brothers and the SCAF, and is encouraging the Tahrir protesters to hold fast to their demand for accountability and civilian rule sooner rather than later.

The sooner the military is removed from politics, the better the chances Egypt will have of building a new form of governance where powers flow from civilian politicians empowered by the ballot box. SCAF has been in power for nearly a year and has ruled much like the military-backed regimes of the past half century. The longer SCAF remains,?the more influence it will exert on the writing of a new constitution and resist civilian restraints on its powers.

So that's the good that may come out of this tragedy. And the protests could still yet swell. It's easy to dismiss the ultras as a rabble or thugs, but they are highly organized and have an ethos of pushing back against confrontation. (I've embedded a clip of an Ultra Ahlawy display of mourning for a killed member from last year at the bottom to get a sense of their level of organization). I also highly recommend this blog post, an apparent account by one of the Ahli supporters who attended the match in Port Said to get a feel for his group, and the security failures that left 73 people dead yesterday (but take it with a grain of salt; I haven't independently confirmed it's accurate, but it passes the smell test).?

Attacks by Afghans on US troops often personal (AP)

WASHINGTON ? Supposedly friendly Afghan security forces have attacked U.S. and coalition troops 45 times since May 2007, U.S. officials say, for the first time laying out details and analysis of attacks that have killed 70 and wounded 110.

In testimony prepared for delivery Wednesday to the House Armed Services Committee, defense officials said that in most cases the Afghans acted out of personal motivation and were not controlled or directed by insurgent groups. The second most common circumstances involved insurgents impersonating or infiltrating Afghan security forces.

Such insider attacks by Afghan security forces have been on the rise, punctuated by the Jan. 20 shooting of four French troops by an Afghan soldier, which prompted France to halt its training program and threaten to withdraw its forces from Afghanistan earlier than planned. The incidents further erode support for the increasingly unpopular war in Afghanistan, and add more complications to the already difficult mission of U.S. forces.

The testimony, obtained by The Associated Press in advance of Wednesday's hearing, lays out the screening process for Afghan nationals who are brought in to provide security for U.S. forces. And it includes improvements in the program made after an attack at Forward Operating Base Frontenac in March 2011 that killed two U.S. soldiers and wounded four others. The base is in Kandahar Province in southern Afghanistan, and lawmakers have been demanding details about the incident.

"The insider threat is an issue of increasing significance to coalition forces and Afghan National Security Forces operating in Afghanistan," the defense officials said. "It creates distrust between our forces and their Afghan counterparts during a critical juncture in Afghanistan."

Among the officials scheduled to present the data to the committee are Deputy Assistant Defense Secretary David Sedney and Brig. Gen. Stephen Townsend, who is the Pentagon's director of the Pakistan-Afghanistan coordination group.

While there have been some instances of insurgents secretly joining the Afghan security forces, officials said it is difficult to determine how often that has happened because the infiltrator often remains undetected. Insurgents can easily disguise themselves as Afghan security forces and have been doing so more often, the military said, noting that the attackers simply obtain and wear Afghan uniforms.

Overall, however, officials said most attacks have come from members of the Afghan forces "acting intentionally yet independently" without any direct guidance from outside insurgent groups. They are generally spurred by personal motivations, grievances, ideological differences or even combat stress.

Until now, Pentagon officials had not released figures on the number of incidents. But the officials said there have been 42 incidents involving Afghan security forces and three others involving private security company personnel. In most cases the assault involved small arms fire.

The report to Congress also includes details about the March 2011 incident that involved an Afghan man hired by the private security contractor Tundra, which provides protection at nine installations in Afghanistan.

Security companies that hire Afghans are required to carry out an in-depth vetting process that includes verifying applicants' identities, work history, address and other personal information, as well as police checks, fingerprinting and other biometric information such as iris scans and photographs. The contractors are also required to report individuals who turn out to be security risks.

According to the defense officials, Tundra's official records had indicated the company had investigated the man involved in the Frontenac attack as a possible threat but the allegation was unsubstantiated. And Tundra did not pass that information along to U.S. military authorities prior to the Frontenac incident.

As a result of the attack, the military issued a request for corrective action ? a formal action taken against contractors that requires them to submit plans to fix the problems found. Tundra submitted a plan, which was accepted by the military, and the case was closed, although the contract will continue to be audited.

Since then the U.S. has directed commanders to conduct random checks on private security companies to ensure that all of their personnel are properly screened, including all of the biometric requirements. Commanders also have to do weekly biometric screenings of local nationals to compare against watch lists.

Probe finds 'alien' matter outside solar system

For the very first time, a NASA spacecraft has detected matter from outside our solar system ? material that came from elsewhere in the galaxy, researchers announced Tuesday.

This so-called interstellar material was spotted by NASA's Interstellar Boundary Explorer (IBEX), a spacecraft that is studying the edge of the solar system from its orbit about 200,000 miles above Earth.

"This alien interstellar material is really the stuff that stars and planets and people are made of ? it's really important to be measuring it," David McComas, IBEX principal investigator and assistant vice president of the Space Science and Engineering Division at Southwest Research Institute in San Antonio, said in a news briefing today from NASA Headquarters in Washington, D.C.

An international team of scientists presented new findings from IBEX, which included the first detection of alien particles of hydrogen, oxygen and neon, in addition to the confirmation of previously detected helium. [ Images from NASA's IBEX Mission ]

These atoms are remnants of older stars that have ended their lives in violent explosions, called supernovas, which dispersed the elements throughout the galaxy. As interstellar wind blows these charged and neutral particles through the Milky Way, the IBEX probe is able to create a census of the elements that are present.

Heavy elements in space
According to the new study, the researchers found 74 oxygen atoms for every 20 neon atoms in the interstellar wind. For comparison, there are 111 oxygen atoms for every 20 neon atoms in our solar system, meaning there are more oxygen atoms in any part of the solar system than in nearby interstellar space, the scientists said in a statement.

"These are important elements to know quantitatively because they are the building blocks of stars, planets, people," McComas said. "We discovered this puzzle: matter outside our solar system doesn't look like material inside our solar system. It seems to be deficient in oxygen compared to neon."

The presence of less oxygen within interstellar material could indicate that the sun formed in a region with less oxygen compared to its current location, the researchers said.

Or, it could be a sign that oxygen is "locked up" in other galactic materials, such as cosmic grains of dust or ice. [ Top 10 Strangest Things in Space ]

"That leaves us with a puzzle for now: could it be that some of that oxygen, which is so crucial for life on Earth, is locked up in the cosmic dust?" asked Eberhard M?bius, a professor at the University of New Hampshire and a visiting professor at Los Alamos National Laboratory in New Mexico. "Or, does it tell us how different our neighborhood is compared to the sun's birthplace?"

IBEX also measured the interstellar wind traveling at a slower speed and from a different direction than was previously thought. The research now shows that the interstellar wind exerts 20 percent less pressure on our heliosphere, which is a protective bubble that shields our solar system from powerful, damaging cosmic rays.

"Measuring the pressure on our heliosphere from the material in the galaxy and from the magnetic fields out there will help determine the size and shape of our solar system as it travels through the galaxy," Eric Christian, IBEX mission scientist at NASA's Goddard Space Flight Center in Greenbelt, Md., said in a statement.

A history of the universe
The results of the new study will also help scientists shed light on the history of the material in the universe.

"It tells us things about the part of space that we live in, and the interaction with that part of space with the rest of the galaxy," McComas said.

The observations from IBEX and the ability to determine the ratio of elements in space could help scientists understand how the galaxy has evolved and changed over time.

"I find it really exciting that right on our front doorstep, we can take a sample of this interstellar matter around us," M?bius said. "If you think back all the way to the Big Bang, there was only hydrogen and helium. Then stars and supernovas sprinkled it with heavy elements ? if you imagine that we are made out of the material that has been belched out of the supernovas, and it is continuing. So, 4.5 billion years ago, the sun formed out of the solar nebula, and now we are sampling part of the Milky Way as it is today. It gives us nice data points ? Big Bang and the sun's formation to what is our environment. Then modelers can go and trace how that material has evolved over time in the cosmos." ??

The findings are detailed in a series of papers that were published today in the Astrophysical Journal.

NASA launched the IBEX mission in October 2008 to map the boundary between the solar system and interstellar space. The $169 million spacecraft was originally built for a two-year mission.

IBEX measures and counts particles called energetic neutral atoms, which are created in an area of our solar system known as the interstellar boundary region. Since its launch, the spacecraft has already made groundbreaking discoveries about the heliosphere and the boundary between our solar system and interstellar space.

In 2009, IBEX detected a mysterious ribbon on the edge of the solar system made up of a stream of charged particles that travels a million miles per hour from the sun. In 2010, researchers announced that IBEX had witnessed the first-ever look at solar wind crashing into Earth's magnetosphere.
